Molotov has just given Clark Kerr and myself copy of a note which he is handing the Bulgarian Minister⁵⁹ at 7 p.m. Moscow time in which the Soviet Government breaks all relations and declares herself from now on in a state of war with Bulgaria. Moscow radio will announce at 9 p.m. Details follow.⁶⁰
