6385. Department’s 6167.1 The British Embassy has given us the substance of a telegram from the Foreign Office dated August 4, stating that it had referred the Bulgarian proposals to the British Chief of Staff and was meanwhile giving you an interim reply indicating that it considered the approach in its present form valueless and suggesting that the Bulgarians be told that if they really wished to sue for terms they should send a qualified emissary to meet Allied representatives at Cairo. If you have received nothing from the Foreign Office in this connection, please inquire as to the present status of the matter.
