I left with Vyshinski95 today and [an] aide-mémoire containing the substance of the Department’s 1783, July 27, 2 p.m.96 In reply [Page 354] to my inquiries Vyshinski stated that the Soviet Government had received no recent information on the situation in Bulgaria and that, although he wished to study carefully the aide-mémoire, it was difficult for him to say at this time how seriously the Bulgarian statements should be taken.
