The Ambassador to the Yugoslav Government in Exile (MacVeagh) to the Secretary of State

Yugoslav Series 44. In a talk which I had with the Soviet Ambassador11 this morning he told me confidentially that an emissary or emissaries from Bulgaria might be arriving here shortly for conversation in which he and I and our British colleague12 might be [Page 302] expected to join. This is independent of a similar Rumanian project13 which has been the subject of messages between Department and this Embassy (the last of these being the Department’s No. 21 [1] to the Legation Cairo of January 5, 9 p.m.14). I have not heard of it from any other source and if the Department has information which can be given me I would appreciate instructions.
