The Counselor of Mission at Algiers ( Chapin ) to the Secretary of State

2155. From Murphy. According to Broad15 at Bari the LNC Congress16 held at end of May in Albania, elected a provisional government on a pattern similar to Tito’s administration.17 He reports that the new “provisional government” desires military recognition from the Allies, the exchange of military representatives and increase of military support. It also requests additional military missions from the United States and the Soviet Union and urges that the Allied missions now working with what it regards as discredited political parties should be withdrawn.
