1940. Please telegraph whether decision referred to in your 1921, March 9, has yet been made. Norwegian Ambassador informed us that last week King Haakon accompanied by his Prime Minister³² and Foreign Minister discussed the matter jointly with Mr. Churchill³³ and Mr. Eden.
