991. For Reber. Was Badoglio’s comment reported in the last paragraph of your 937, March 22, 4 p.m., based on the President’s letter or was it an interpretation of general events?

If any suggestion comes to you that we are “pulling out” you should state that the policy of this Government has undergone no change [Page 1089] whatever from the time we undertook the campaign in Italy with the Anglo-American landing in Sicily. We have just as much interest in the Italian situation, and we have just as much hope that Italy will be restored to the family of nations and that the Italian people will, as soon as the military exigencies permit, be free to choose their own leaders and their own Government.
