Memorandum
Exploratory discussions between officials of the governments of the British Commonwealth will take place in Canada in the latter part of October to consider operational and technical problems connected with possible air routes between the members of the Commonwealth. These discussions were agreed upon, though not announced, before [Page 547] the Government of the United States issued its invitations to an international conference on civil aviation. It is felt by the Commonwealth governments that these discussions between their officials on a non-committal basis will be helpful.
