The American Representative on the Advisory Council for Italy (Kirk) to the Secretary of State

Sir: With reference to previous requests from the Italian Government for participation in international conferences, I have the honor to transmit herewith a copy of a letter86 addressed to me on September 20 by the Undersecretary for Foreign Affairs requesting that the Italian Government be invited to participate in an international aviation conference which he states will be held in Washington during November.

I shall be glad to be informed of the Department’s wishes as to the nature of the reply which I may make to the Undersecretary.87

Mr. Kirk was informed by telegram 371, November 1, 1944, 7 p.m., that the question of Italian participation had been referred to the President who had rejected the proposal and that the decision was based upon the subject of this particular conference and was not a reflection of general policy for participation of Italians in international conferences (800.796/10–1644).
