The Chargé in the Soviet Union (Kennan) to the Secretary of State

4364. ReEmbs 3997, October 20, 11 a.m.54 The Embassy received this morning a note from the Foreign Office dated November 12 stating that the Chiefs of the Soviet Missions in Stockholm and Ankara have been instructed to present notes on the subject of Resolution VI of the Bretton Woods Conference but that in view of the fact that the Soviet Government has no diplomatic missions in Dublin, Madrid, Lisbon, Tangier and Bern, the Foreign Office is unable to transmit similar notes to the appropriate governments.

No date is given as to when the instructions were issued to present the notes to the Swedish and Turkish Governments.
