769. Department’s 578, April 20, 3 p.m.,³⁹ and 566, April 16, midnight. Exchange of notes based on Department’s telegrams under reference but specifying “Nations of the Axis” instead of Germany, Italy and Japan is being prepared for signature tomorrow April 22 at noon.

After exchange of notes the Foreign Minister plans to issue a press statement to the effect that Bolivia has signified its adherence to the United Nations Declaration by a note; that this adherence has been acknowledged by means of a note; and that President Peñaranda will sign the Declaration while in Washington.⁴⁰
