The Chairman of the Emergency Advisory Committee for Political Defense (Guani) to the Secretary of State

[Translation]

I have the honor of transmitting to Your Excellency the text of the recommendation approved this date by the Emergency Consultative Committee for Political Defense:

Whereas:

(a)
That notwithstanding the lack of success in its purposes of annulling the contribution which the American peoples are making to the war effort and to the political defense of the continent, in compliance with the agreements in effect, it is evident that the Axis continues to exert itself to carry out these designs, with grave danger that totalitarian elements may through force take possession of Governments of American Republics, separating them from the principles of union and solidarity adopted in the face of the common enemy and from support to the cause of the United and Associated Nations;
(b)
That rights and duties are derived from the afore-mentioned agreements which consecrate the solidarity which should exist between said Republics for the defense of the continent against the dangers indicated in the preceding paragraph;
(c)
That the Third Consultative Meeting of the Ministers of Foreign Affairs, in creating this Committee, assigned to it the mandate of recommending measures with respect to the problems relating to all aspects of the defense of the continent against the political aggression of the Axis;

The Emergency Consultative Committee for Political Defense

Resolves:

“To recommend to the American Governments which have declared war on the Axis powders or have broken relations with them, that for the duration of the present world conflict they do not proceed to the recognition of a new government instituted by force, before consulting among themselves for the purpose of determining whether this government complies with the Inter-American undertakings for the defense of the continent, nor before carrying out an exchange of information as to the circumstances which have determined the establishment of said government.”

In communicating said resolution and by express provision of the Committee, I have the particular honor to express that it does not refer to any particular case, but has been adopted having in view the general interests of continental political defense.
