The Ambassador in the United Kingdom ( Winant ) to the Secretary of State
[Received October 8—5:45 p.m.]
6849. For the Secretary and Under Secretary.30 In carrying out your wishes in your 6157, October 5, 12 midnight, I found that the matter in question had been raised in a War Cabinet meeting shortly after the Prime Minister’s return but that no decisive action had been taken. I asked that it be raised again after receiving your message and although the question was introduced for discussion no decision was reached.
I understand that it will be discussed again this week. I believe my 6266, September 19, 10 p.m. was a correct estimate on the divergent opinions within the Cabinet.
