The Ambassador in the Soviet Union (Harriman) to the Secretary of State

1703. The Embassy has received a note from the Foreign Office stating that recently negotiations have taken place between the Soviet Government and the Czechoslovak Government concerning the conclusion of a Treaty of Friendship, Mutual Assistance and Post-War Cooperation. Both Governments have agreed to the draft of the treaty.79a The Foreign Office has provided the Embassy with a copy of the draft treaty the terms of which will be communicated to the Department as soon as the translation is completed.80
