The Chargé in the Soviet Union (Hamilton) to the Secretary of State

1409. Department’s 706, August 17, 9 p.m.48 During a call on the chief of the American Section of the Foreign Office on September 20 in regard to other matters an officer of Embassy was informed that arrangements for direct radio telephone communication between the United States and the Soviet Union had been completed and that the service had been inaugurated today.49

  2. The Department was advised by the American Telephone and Telegraph Co. that the radio telephone circuit would start on September 22, and that for the time being the circuit would be open each day from 9 to 11 a.m., eastern war time.

    In connection with means of communication, Lt. Comdr. E. W. Jensen of the Office of Naval Intelligence called attention to the fact that “radio telephone service can be unscrambled and, therefore, considerable caution is necessary in its use.” (811.7461/21)
