Department’s 364, May 26, 8 p.m. I outlined to Molotov the considerations contained in the reference telegram, stressed the desirability of maintaining and improving mail communications between [Page 663] the United States and the Soviet Union and strongly pressed for an early solution of that problem.73 I left with him a note on the subject. Molotov stated that he would have the question examined and would communicate again with me.
