Fully approve your suggestion in regard to Finland. In spite of our former sympathy for them when attacked by Russia and our continued [Page 270] sympathy for their national independence they have played both ends against the middle for the past two years and their present government has in effect greatly helped the Nazis who are using Finland to carry on the war against Russia.
