1536. On October 21 House of Representatives by voice vote passed legislation permitting immigration of Chinese into the United States on a quota basis and allowing Chinese legally admitted to the United States for permanent residence to become American citizens. See Department’s 1468, October 12, 5 p.m.²⁵ Prospects appear good for early action in the Senate.²⁶
