The Acting Secretary of State to the Ambassador in Brazil (Caffery)

937. Your 1224, April 10, 10 p.m. In its 759, March 25, noon, the Department agreed with the views set forth in your 1000, March 23, 4 p.m., which meant that the Department agreed with the necessity of your supplying such evidence as you feel it essential to give the Police to insure the detention and successful prosecution of the espionage radio ring. As indicated in its 759, the Department feels that it is of the first importance that nothing shall jeopardize the complete breaking up of this ring by the Brazilian authorities and the Department’s alternative suggestion in its 738, March 23, 10 p.m., made with a view to protecting the source of information as far as possible, was and is subordinate to the primary consideration of putting this ring completely out of business.
