The whole question of a Japanese Embassy to the Holy See has been discussed with the President who [Page 784] found the report difficult to credit, knowing the Holy Father, as he does, and having had the opportunity of knowing his views, policies and beliefs. You should immediately seek an interview with the Cardinal Secretary of State to inform him of the President’s views and to make the most emphatic and forceful representations, if you have not already done so, along the lines of the Department’s No. 609 of March 6, 2 p.m. to Bern.32
