717. Your 529, February 12, and 971, March 10.5 Please request the Swiss Government to inform the Italian Government (1) that proposals 2, 3 and 4 of its note of January 2 [22]6 are receiving consideration and that the attitude of the American Government with regard to them will be communicated in the near future; (2) with reference to point 5, that this Government is drawing up proposals regarding the extent and manner of application of the provisions of the Prisoners of War Convention to civilian internees and detainees which will be communicated to the Italian Government, (3) that pending further agreement between the two Governments as to which provisions of the Convention are applicable to civilians, the Government of the United [Page 28] States will not apply Article 27 of the Convention to civilian internees and (4) that this Government expects the Italian Government to accord like treatment to American civilians who may be detained by it.
