The Secretary of State to the Minister to the Norwegian Government in Exile (Biddle), at London

Washington, August 26, 1942—8 p.m.

Norwegian Series No. 15. Your 17.18 War Department approves draft exchange of notes as telegraphed in your no. 16 and recommends that agreement be consummated as soon as possible. Accordingly, you are authorized to proceed with exchange of notes19 “acting under instructions of your Government”.

Texts of notes as signed should be sent to Department by air mail.
