- Your despatch 563 of August 1516 has not yet arrived. However, we have understood from your 1040 of August 13 that the texts of the notes to be exchanged satisfactorily meet all points which have been agreed upon with the exception that they do not define either the German concessions or free wolfram.

- Accordingly, as it has been made clear to Bianchi what we understand from the term “free wolfram” and as Bianchi’s own understanding is the same as ours (see paragraph 4 of our 1134 of August 20), you are hereby requested to sign the agreement without further conditions.
