Situation of Americans in Philippine Islands is reported to have become increasingly desperate and expeditious reply to Department’s 2075, September 1, and 2389, October 17,5 would be appreciated. If Japanese Government not [Page 855] favorably disposed toward Department’s proposal please invite suggestions of Swiss Government as to any practicable means of making funds available to these people.
