6031. Please inform Foreign Office that we consider it desirable to establish American Consulate at Asmara, Eritrea in connection with American maintenance and supply project in East Africa. Request Foreign Office to inform appropriate British authorities of proposed establishment of this office in order that usual facilities may be extended to Consul. Explain that it will of course be understood that the request for these facilities has no bearing on question of territorial sovereignty. Neither provisional recognition nor exequatur being requested. E. Talbot Smith, now in United States on leave, being assigned as Consul at Asmara.
