The Ambassador in the United Kingdom (Winant) to the Secretary of State

3272. In answer to your message 2610, June 9, noon, I took up the subject matter of your memorandum with Eden and also with Leith-Ross. Leith-Ross is planning to leave on the 21st as you suggested by plane. The British are entirely agreeable to postponing discussion of allowing independent purchases by the Dutch and Norwegians until after consulting with you in Washington. Before leaving, Leith-Ross is meeting with the Inter-Allied Committee. He will simply inform them of our interest in the question of postwar relief and say that he has been invited to Washington for consultation. It would be unwise to do less as his journey is bound to be known to the Allied Governments. He will not make any statement in regard to the suggested organization or proposed governmental meetings outlined in your message.
