[Page 172]The Minister of State replied that he quite understood the situation and appreciated the point of view of our Government, and that he could assure me that in the authorizing legislation for the $25,000,000 credit there would be no provisions with respect to a further credit for a central bank. The Cuban Government was preparing such a preliminary project for submission to our Government and he quite understood that there could be no action until such a project had been given full consideration.
