1484. Department’s 918, October 8, 9 p.m. As Aranha pointed out in his reply to the Department’s proposal with regard to the formation of a Brazilian oil pool committee (my despatch No. 5571 [5471], of September 2914) the Brazilian Government feels that it already has such an official agency in the form of the National Petroleum Council. As matters now stand, the National Petroleum Council and the pool committee are working together harmoniously and I shall not press the matter further unless the Department so desires.
