1020. For the Acting Secretary. My 1008, July 16, 2 p.m. The Vice Minister for Foreign Affairs asked me to call at the Foreign Office this afternoon and said that after he had conveyed to the Foreign Minister the communication orally communicated by me yesterday, Mr. Matsuoka had requested him to communicate to me the following reply.
