Memorandum of Conversation, by the Under Secretary of State (Welles)
[Washington,] December 10, 1941.
The Chinese Ambassador called this evening to see me at his request.
The Ambassador left with me the texts of his Government’s declarations of war upon Japan and upon Germany and Italy. These are attached herewith.32
The Ambassador also left with me a personal message addressed by the Generalissimo to the President.33 I told the Ambassador I would transmit this at once to the President, who I knew would be very deeply moved by this message. A copy of this message is likewise attached herewith.
