The Chinese Ambassador called at my request and I gave him the substance of my statement to the British Minister a few minutes before,42 except that I did not refer specifically to the last remarks between me and the Japanese officials about a temporary arrangement such as I described in my talk with the British. This matter was not immediately pertinent to the Chinese angle.
