The Ambassador in Japan (Grew) to the Secretary of State

1643. It was officially announced at 8:15 this evening that the resignation of the entire Cabinet had been submitted to the Emperor at 5 o’clock this afternoon. The Emperor has requested the Cabinet to remain in office for the time being.18

  1. In his telegram No. 1650, October 17, 5 p.m. (894.00/1107), the Ambassador in Japan informed the Department that General Hideki Tojo, Minister of War in the fallen Konoye Cabinet, had been commissioned to form a new government.
