604. For the Ambassador and the Counselor only. Your 1491, September 20, 5 p.m., information said to have been given by Mr. Hornbeek to an Associated Press correspondent.

Neither Hornbeck nor so far as we know anyone else made any such statement to anyone. Hornbeck left Washington on September 13 with intention of being away not more than 10 days and returned to Washington yesterday.48
