297. For the Ambassador and Counselor only. Reference a strictly confidential letter of May 2 from an officer of the Department with five enclosures.

On an assumption that it should develop that a satisfactory formula containing mutually acceptable pledges and assurances can be worked out, what is your judgment, given the present situation in Japan and in the world, as to (a) the likelihood that any government in Japan could carry out commitments of the character under reference and (b) the likelihood that the Japanese Government would in good faith do so? Also, your opinion as to advisability of this Government making such commitment?
