The Ambassador in Japan (Grew) to the Secretary of State

566. Department’s 233, June 29, 6 p.m. In the course of my conversation today with the Minister for Foreign Affairs,89 I once again drew his attention to the attitude of our Government towards bombings of civilian populations and read and left with him a copy of the substantive part of Chungking’s 309, July 1, 10 a.m. At the same time I orally set forth with emphasis the significance of the statement in that telegram. Mr. Arita as usual replied that the Japanese aviators seek to bomb only military objectives.

Sent to the Department via Peiping. Peiping please repeat to Chungking.
