140. Your 434, May 3, 5 p.m. We have instituted no negotiations of the character referred to in your telegram. Should the Swedish Government, however, approach the British, French and German Governments with a view to facilitating the resumption of Swedish sailings between the United States and Sweden we might feel warranted in supporting the Swedish representations through an approach of our own based on the adverse effect upon American commerce caused by the present situation.
