My Dear Mr. Ambassador: In view of the President’s interest in the question of the defense of Liberia, I recently instructed officers of the Department to restudy the matter in consultation with the War and Navy Departments. As a result, two memoranda were prepared [Page 609] dealing with different phases of this subject, and their contents have now been approved by the President. I am enclosing copies of the memoranda herewith.47
