356. Department’s 283, April 22, 3 p.m.16 Legation at Monrovia reports that two French representatives who arrived in Liberia on May 5 have concluded a tentative agreement with the Liberian Government which provides that 12 French non-commissioned officers would assist in training Liberian defense force and that France would put at Liberia’s disposal arms and ammunition on terms to be agreed upon.

The Department would appreciate being informed what action, if any, the British Government is taking or intends to take in connection with the proposed tripartite agreement.
