The Department is advised that a secret tripartite agreement is being negotiated between the Governments of France, Great Britain and Liberia, under which the two former countries would in the event of war furnish Liberia with naval and aerial assistance. The Department is sending you background material on this subject by pouch and would appreciate being kept informed as to developments.
