Your 95, February 11, 5 p.m., and Davies’ February 12, 1 p.m.94 Department desires that you make every practicable endeavor to obtain the cooperation of the appropriate Chinese authorities in arranging for the withdrawal of Americans from Kuling and that you make use of such communication facilities as are available to urge Americans at Kuling to withdraw if possible.
