Referring to Embassy’s telegram October 17, 9 p.m. The American and Japanese landing forces will simultaneously withdraw from the International Settlement at 2 p.m., today. The request for simultaneous withdrawal was made by the Japanese authorities.

Sent to Peiping. Repeated to Chungking and Shanghai. Peiping repeat to Tokyo.
