The Consul at Amoy (MacVitty) to the Secretary of State

69. Reference to my telegram No. 66, July 5, 3 p.m. The British Consul General has just informed me that the Japanese Consul General [Page 132] called on him yesterday afternoon and during the conversation stated that his demands on the Municipal Council, outlined in my telegram above referred to, were based on his instructions from Tokyo. He further stated that if Mr. Fitzmaurice would support his proposals he would stop the anti-British campaign in the Amoy newspapers. Mr. Uchida has also asked the French Consul for his support. He received uniform replies from all Consuls to the effect that the Council had already done all that it could to meet requirements of the Japanese.

It would seem, in view of these interviews, that the Japanese have not relinquished their desire to assume control of the International Settlement.
