I have expressed to the Foreign Minister informally my personal opinions with regard to the current negotiations with Germany and Italy. I am satisfied from this talk with Arita and also from various journalists who are in close touch with him that the decision, whatever [Page 12] it may be, will be reached only after full consideration of all the factors involved.
2.
My latest unconfirmed information is that the Japanese Government is still insisting upon limiting the scope of the proposed alliance to exclusive application to Soviet Russia.
