Memorandum of a Telephone Conversation, by the Chief of the Division of the American Republics (Duggan)

[Washington,] March 30, 1938.

Dr. Fombona⁹ stated that he had received instructions from his Government to inform this Government of his Government’s belief that the next Inter-American Conference scheduled to be held in Lima on December 9, 1938, should not be postponed.

I thanked Dr. Fombona for giving me this information, which I said would be conveyed at once to Mr. Welles and the Secretary.
