The Secretary of State to the Chargé in Uruguay (Reed)

5. Your 9, January 26, 10 a.m. I do not intend at this time to take the initiative in making a statement to the press regarding the current difficulties experienced by American trade in Uruguay, believing that no useful purpose would be served by such action. I desire, however, that you keep actively before the Government of Uruguay [Page 934] the problems to which its recent official action in exchange control have given rise, and that you continue to point out to the Minister of Foreign Affairs the growing concern caused in this country by his Government’s recent policies and their injurious and discriminatory effect on American trade. In accordance with the last paragraph of the Department’s telegram of January 14, 4 p.m., you are cautioned against associating your action in this matter with such steps as may be taken independently by the American Chamber of Commerce in Uruguay.
