4. With reference to your recent reports on the stoppage of American exports to Uruguay, please seek an early interview with the Minister [Page 929] of Foreign Affairs and endeavor to impress upon him the seriousness of the situation and the desirability of the Uruguayan Government promptly taking steps to terminate the existing discrimination against American trade. You may inform the Minister of Foreign Affairs confidentially that the unfavorable repercussions in this country of the discriminatory policy of the Government of Uruguay in its treatment of American trade is beginning to embarrass this Government in its efforts to strengthen commercial relations between Uruguay and the United States.
