The Chargé in Uruguay (Reed) to the Secretary of State

90. Following the interview with the Minister of Foreign Affairs reported in my telegram No. 89, October 14, 1 p.m.,38 the Minister of Foreign Affairs brought up the question of commercial relations, stating that his Government was interested in renewing conversations with respect to commercial treaty with the United States. I explained [Page 922] to him that we were on the eve of elections and he then said that probably by January next his Government might renew the conversations. He said that he was very anxious to take measures which would improve our trade and asked me to give him any statements which I might have available setting forth my Government’s trade policy as contrasted with the bilateral system, explaining that he desired to obtain a thorough understanding of our point of view in order to see whether the Uruguayan policy could not be harmonized at least partially therewith. I shall provide the Minister with a translation of the Department’s press release on that subject of April 1, 1935.39 If the Department considers that some other statement or recent speech should also be furnished please instruct me accordingly.
