You may tell the President that the Department’s attitude toward the possible inclusion in a new Constitution of an article specifically authorizing the celebration of treaties for the construction, sanitation, operation and defense of an interoceanic canal across Nicaragua is that the desirability of including such a provision is a matter entirely for the decision of the Nicaraguan people.
