Your telegram No. 15, February 4, 6 p.m. You should inform the Nicaraguan Foreign Minister that the Department is glad to note that the Nicaragua Government does not contemplate an increase in the basic rates of duty now specified in Schedule I of the trade agreement, and would be pleased to have a statement to that effect included in the proposed exchange of notes. You should accordingly suggest the [Page 790] inclusion of the following as a new paragraph immediately preceding the final paragraph of the note to be addressed by the Nicaraguan Foreign Minister to you: “I have the further honor to confirm that, while the conversion rate between the paper cordoba and gold cordoba will be increased for customs collection purposes, the Government of Nicaragua does not contemplate an increase in the basic rates of duty now specified in Schedule I of the trade agreement”.

If the foregoing is included in the Foreign Minister’s note to you, the following should be included as a new paragraph immediately preceding the final paragraph of the note addressed by you to the Foreign Minister: “The Government of the United States has noted that, while the conversion rate between the paper cordoba and gold cordoba will be increased for customs collection purposes, the Government of Nicaragua does not contemplate an increase in the basic rates of duty now specified in Schedule I of the trade agreement”.

Upon telegraphic report from you as to whether the above quoted paragraphs are acceptable to the Nicaraguan Government, the Department will advise you as to the date on which you are authorized to sign.
