Your 209, May 19, 7 p.m. You may express appreciation of proposed action to reduce rates in a number of items, but reiterate that despite the fact that this Government recognizes fully the right of the Mexican Government to regulate its tariff rate in accordance with what it considers to be its best interests, this Government is greatly disappointed that the new tariff decree has not resulted in a reduction in all cases to at least the rates in effect prior to December 1937.
